Neil is the Director General for Education and Justice for the Scottish Government and co-chair of the Justice Board for Scotland. He was previously Director for Justice in the Government, and before that Executive Director for Strategy and Infrastructure for the Scottish Courts and Tribunal Service.

He has a degree and post-graduate diploma in Architecture from the University of Glasgow.
